Car Inspection in Bethesda, Maryland

State safety inspections for Bethesda (20814–20817) and the surrounding Montgomery County.

Here is the thing about Bethesda that no one tells you until you need it: for all its density and wealth, Bethesda has no MVA branch and no VEIP station of its own. Every piece of vehicle paperwork means leaving town.

What Bethesda drivers need to know

  • There is no MVA branch in Bethesda, Chevy Chase or Friendship Heights. The realistic options are White Oak in Silver Spring, or Walnut Hill and Metropolitan Grove up in Gaithersburg. The MVA also runs a mobile unit that visits South Park Avenue in Chevy Chase, though a mobile unit does not offer the full branch service list.
  • There is no VEIP station in Bethesda either. The two nearest are the Rockville station — which, see below, is not in Rockville — and the Silver Spring station on Industrial Parkway.
  • Bethesda has an unusually high turnover of residents arriving from outside Maryland: NIH and Walter Reed National Military Medical Center both draw people in on fellowships, postings and fixed-term contracts. A great many of those arrivals need a new resident inspection within weeks of landing, and most have never heard of one.
  • Montgomery County is in the VEIP programme area, so a Bethesda-registered vehicle needs the biennial emissions test.

Worth knowing: If you are driving out to the Silver Spring VEIP station anyway, the White Oak MVA branch is the building next door at 2131 Industrial Parkway. One trip, both errands — which is about as good as this gets from Bethesda.

Moving to Bethesda from DC or Virginia?

Bethesda sits on the DC line and draws heavily from Northern Virginia, so a large share of its drivers are working from another jurisdiction's rulebook.

Where you came fromPeriodic safety inspectionEmissionsWindshield sticker
Maryland None — only on sale, title transfer or new residency VEIP every 2 years in the programme area No windshield sticker at all
Virginia Annual safety inspection, run by the Virginia State Police Required every 2 years in Northern Virginia Approval sticker must be displayed at all times
Washington, DC None for private passenger vehicles Every 2 years DC inspection sticker required; stickers from other jurisdictions are not accepted

The one that catches everyone: Maryland has no annual safety inspection, so arrivals from Virginia expect a yearly test that does not exist here — while arrivals from DC, who are used to no safety inspection at all, are blindsided by the one-off inspection Maryland requires before it will register their car. Both are surprised, in opposite directions. Our new resident guide covers the registration steps.

Where Bethesda residents go for the other two programmes

We perform the state safety inspection. These are the state-run facilities serving Bethesda for emissions testing and for titling and registration — addresses as published by the MVA.

Rockville Vehicle Emissions Testing Station

Full service

15910 Chieftain Ave.
Derwood, MD 20855
  • Check mva.maryland.gov for current hours

Listed by the MVA as the Rockville station, but the address is in Derwood, roughly six miles north of Rockville Town Center. Satellite navigation sends people to the wrong place constantly — use the Chieftain Avenue address, not the word Rockville.

Silver Spring Vehicle Emissions Testing Station

Full service

2121 Industrial Pkwy.
Silver Spring, MD 20904
  • Check mva.maryland.gov for current hours

Directly beside the White Oak MVA branch at 2131 Industrial Pkwy — the two are neighbours on the same street, so an emissions test and a titling visit can be done in one trip.

MVA — Walnut Hill

16520 S. Westland Dr.
Gaithersburg, MD 20877-1225

Vehicle registration and titling

The second of Montgomery County's two Gaithersburg-area branches. Often quieter than the Metropolitan Grove Road branch.

The safety inspection itself

The standard is identical everywhere in Maryland — it is set by the Maryland State Police, not by the county. What changes from station to station is the price, the wait and the re-inspection policy, because Maryland does not cap the fee.

  • Required when a vehicle is sold, titled or transferred, or when a new resident registers an out-of-state vehicle. It is not an annual test.
  • The certificate is valid 90 days from issue.
  • If the vehicle fails, you have 30 days or 1,000 miles to repair and return.
  • Only a station licensed by the Maryland State Police can issue the certificate — how to check.

Driving up from Bethesda?

We are an MVA-authorized station and we are happy to inspect a vehicle from anywhere in Maryland — but Bethesda is a drive. If you are already heading our way it is worth the trip; if not, use the guidance above to pick a licensed station closer to home. Either way the standard is the same.
